Scarborough Beach has long been a popular destination for tourists and Western Australians alike. However the beach front is in decline. The infrastructure is run down and anti-social behaviour has become a major problem.

Through a comprehensive public consultation program Blackwell & Associates headed a multi-disciplinary team of consultants in the complete redesign of the foreshore and its immediate environs. The new Urban Design Master Plan addresses all the current problems and substantially improves the amenity of the whole area.

The Urban Design Master Plan has been designed based on the principles of Crime Prevention Through Environmental Design (CPTED).
