Following the completion of the Armadale Redevelopment Landscape Master Plan Blackwell & Associates were engaged to develop a Streetscape Master Plan for Armadale's main street – Commerce Avenue.

Various options were produced and costed and the most suitable – for the purposes of improving Armadale's image – was selected and developed up as the overall Master Plan. Further design development was undertaken to the level that the City could use the documentation for the purposes of construction.
